How to distinguish between silicone or inorganic silicon

In terms of appearance, both silicone and inorganic silicon are colorless and odorless aqueous solutions; construction equipment is also dominated by watering cans or sprays. So that you have a hard time distinguishing the two from the senses.
So how do you tell if this material is silicone or inorganic silicon?
Is it hydrophobic? Is it silicone? What is hydrophilic is inorganic silicon? In fact, it cannot be judged as simple as this. Hydrophobic and hydrophilic are only superficial phenomena. What if there are two components?
Inorganic silicon must be deeply penetrated and significantly improve the internal pore structure of the concrete; on the contrary, silicone which has no effect on the concrete pore structure.
