In order to stabilize the basic board of foreign trade and provide assistance to foreign trade enterprises, the Ministry of Finance and the State Administration of Taxation jointly issued announcement No. 15 of 2020 on March 17, deciding to increase the export tax rebate rate of some products.
27 products related to the rubber industry, including silica, rubber additives, skeleton materials, some rubber tubes and rubber products, synthetic rubber, etc., are included. See the attached table for the specific product list.
The above adjustment measures for export tax rebate rate shall be implemented from March 20, 2020. The export tax rebate rate applicable to the listed goods shall be defined by the export date indicated on the export goods declaration form.
According to the statistics of China Rubber Industry Association, in 2019, the export volume of China's rubber auxiliary industry increased by 8.1% year-on-year to 335000 tons, and the export ratio (volume) rose to 27.2%, returning to the export level in 2017; however, the export volume decreased by 11.0% year-on-year to 6.83 billion yuan, and the export ratio (volume) fell to 28.1%.
Gao Bo, Secretary General of rubber additives Committee of China Rubber Industry Association, said that at the beginning of the year, he had predicted that the output of rubber additives would increase by about 2.4% in 2020, down from 5.0% in 2019. It is mainly based on the development trend of China's automobile industry, tire and other rubber products industry, as well as considering the impact of the outbreak since the Spring Festival.
The measures to increase the export tax rebate rate of rubber auxiliaries are conducive to reducing the operating costs of enterprises, easing the pressure of cash flow of enterprises, and the growth rate of production will also be higher than predicted.
